Problem is adding correct end of line markers to a unix file so it can be uploaded in 3rd party's (Windows) web portal.

Then presents me with a choice to either use an internet service or to choose from a program list. I merely wish to read the data contained in the file as text format. Can you advise.
Our state has a web portal for the Federal Quarterly Wage 7 Tax reporting (.TXT fixed file SSA upload). This is a 512 char length record with delimiter of CRLF.
Most of the fields are optional or blank with the last field as filler or reserved for SSA use.
My problem is the dataset file. I run the program in background and build a dataset to save on our unix directory. Seems it does not keep the 512 length, so when I download the file from unix to windows to upload on their portal, I get errors.
Using OPEN DATASET l_filename FOR OUTPUT IN TEXT MODE WITH WINDOWS LINEFEED.
This gives me the correct delimiter but not the full 512 length.
So, anyone have suggestions?
